The club was originally established in 1988 as Tualatin Hills United Soccer Club, later rebranding to Northwest Elite Futbol Club before becoming Oregon Surf in 2024 as an affiliate of the nationwide Surf Nation, founded in 1977. Oregon Surf is recognized as one of the longest-standing youth sports programs in the Northwest.
